Johnstone files suit over Parkway closure

Suit filed last week in Clackamas County

Parker Johnstone, owner of Parker Johnstone's Wilsonville Honda, filed suit last week in Clackamas County Circuit Court over the proposed closure of Parkway Avenue at Wilsonville Road.

Details of the suit are still being sought, but according to court records, the suit names the city of Wilsonville, city administrator Arlene Loble, city attorney Michael Kohlhoff, traffic study firm DKS Associates, design group Group MacKenzie and the state of Oregon as defendants.

Johnstone said Wednesday morning he did not want to comment on the suit until all parties were notified.

Johnstone in the past has said no one informed him of the plans to close Parkway Avenue when upgrades were needed to the Interstate 5 and Wilsonville Road interchange. 

The Oregon Department of Transportation and city of Wilsonville are planning to start interchange expansion project late this year, that will increase the lanes from six to eight on Wilsonville Road under I-5. In addition, the approximately $21 million project, will also include the closure of Parkway Avenue. It is being designed to help facilitate the added traffic capacity needed for not only the new Fred Meyer development, but the expansion to the Coca-Cola distribution center as well.

Johnstone's $10 million dealership was approved by the city in 2004 and during the numerous public hearings and planning meetings he claims no one informed him of the plans to close the main road to his dealership.
