Washington County may be prohibited from approving some new housing developments for the next year, if a state agency sides with a local environmental activist next month.

After a hearing in mid-February, a hearings officer recommended that an Oregon land use agency bar the county from approving developments on wildlife habitat in designated significant natural resource areas until Washington County adopts new, protective rules by next summer.
