Boone Bridge funding and Frog Pond expansion

Have the Metro Councilors driven I-5 South from Tualatin to Wilsonville between 2-6 p.m. on a work day? I imagine the greenhouse gas spewing from the stop and go traffic might exceed the potential greenhouse gas from urban sprawl south of Wilsonville they fear might happen by adding another south bound lane on the Boone Bridge. It is obvious to me that once commuters exit I-5 South onto Charbonneau and Canby the congestion disappears … with less greenhouse gas emissions.
